The Ukrainian president’s office said Russian forces blew up a gas pipeline in Kharkiv, the country’s second-largest city. The State Service of Special Communication and Information Protection warned that the explosion, which it said looked like a mushroom cloud, could cause an ‘environmental catastrophe’ and advised residents to cover their windows with damp cloth or gauze and to drink plenty of fluids. Ukraine’s top prosecutor, Iryna Venediktova, said the Russian forces have been unable to take Kharkiv, where a fierce battle is underway. The city of 1.5 million is located 40 kilometres (25 miles) from the Russian border.
Latest from Ukraine crisis:

- The SWIFT international payments system said it was preparing to implement steps by the West targeting some Russian banks, a move meant to eject Moscow from the global financial system.
- At least 198 Ukrainians, including three children, have been killed in Russia’s invasion, the head of the Ukrainian Health Ministry was quoted by the Interfax news agency as saying.
- Ukraine denied that it was refusing to negotiate a ceasefire with Russia but said it was not ready to accept ultimatums or unacceptable conditions.
- A Ukrainian road-maintenance company said it was removing all road signs to hinder invading Russian forces: “Let us help them get straight to hell.”
- Refugees continued to pour across Ukraine’s western borders, with around 100,000 reaching Poland in two days.

Disappointing: Top Republican senator on India’s abstention on UNSC resolution against Russia
Top Republican Senator John Cornyn has expressed disappointment over India abstaining from the vote on a UNSC resolution against the Russian invasion of Ukraine, alleging that New Delhi has avoided publicly denouncing Moscow while it tries to balance its strategic relationship with Russia. His remarks came a day after the 15-nation UN Security Council voted on the draft resolution by the US and its allies that would have deplored in the strongest terms Russia’s ‘aggression’ against Ukraine.

US, allies target ‘fortress Russia’ with new sanctions including SWIFT ban
- The United States and its allies moved to block certain Russian banks’ access to the SWIFT international payment system in further punishment of Moscow as it continues its military assault against Ukraine.
- The measures, which will also include restrictions on the Russian central bank’s international reserves, will be implemented in the coming days, the nations said in a joint statement. The move comes after the United States and its allies slapped sanctions this week on major Russian banks as well as on Russian President Vladimir Putin himself, among others, as Moscow’s forces pushed into the heart of Ukraine toward Kyiv.
- The actions are aimed at preventing Putin from using $630 billion in central bank foreign currency reserves in the invasion of Ukraine and to defend a plunging rouble.

War via TikTok: Russia’s new tool for propaganda machine
- The Russian TikTok video has it all: a cat, puppies and a pulsing background beat. It’s cute, watchable and hardly seems the stuff of state propaganda.
In 2014, Russia flooded the internet with fake accounts pushing disinformation about its takeover of Crimea. Eight years later, experts say Russia is mounting a far more sophisticated effort as it invades Ukraine.
- Armies of trolls and bots stir up anti-Ukrainian sentiment. State-controlled media outlets look to divide Western audiences. Clever TikTok videos serve up Russian nationalism with a side of humor. The effort amounts to an emerging part of Russia’s war arsenal with the shaping of opinion through orchestrated disinformation fighting alongside actual troops and weapons.
- Analysts at several different research organizations said they are seeing a sharp increase in online activity by groups affiliated with the Russian state. That’s in keeping with Russia’s strategy of using social media and state-run outlets to galvanize domestic support while seeking to destabilize the Western alliance.
- Across the internet, there’s been a rapid uptick in suspicious accounts spreading anti-Ukrainian content, according to a report from Cyabra, an Israeli tech company that works to detect disinformation.

Russian invaders ‘frustrated’ by stiff Ukraine resistance: Pentagon
- Russia’s invasion force is being slowed and frustrated by unexpectedly stiff resistance from Ukrainian troops, keeping them outside Kyiv, a senior US defense official said.
- The United States and Western allies are still able to deliver arms into the country to bolster the Ukraine military, and Washington plans to send more in the coming days to help them fight both Russian armor on the ground and assaults from the air, the official said.
- According to Pentagon information, Russia now has at least 50 percent of its massive invasion force inside Ukraine. But the force is making slow progress on its original three-front thrust due to unexpectedly stiff resistance.
